Wanted: expert to help resolve https://gitlab.com/qemu-project/qemu/-/issues/3256

I can probably start debugging this from both the host and guest side, with assistance.

I'm going to be moving to a Linux host for my VMs soon and I can't have the excess power and heat caused by idling at 30% of a 12+ core machine.

@voltagex By "idle" you mean the guest CPU is at 0%? Windows tends to do a lot of things when it senses that no one is looking, incl.: FS indexing, malware scans, updates, all of which consumes CPU and I/O (which may need some emulation by the host too).

@buherator I mean 0%.

Am pretty sure I can recreate this in WinPE/setup too.
